This seminar aims at providing a forum for discussing the impact of the BEPS Action Plan on the Russian tax system. In particular, the topics to be addressed include treaty abuse, artificial avoidance of the permanent establishment status, Russian controlled foreign company rules, limiting interest deductions and transfer pricing. In addition, the Master of Advanced Studies in International Taxation (MASIT) offered by the University of Lausanne will be presented.
In 2013, the G20 met in Saint Petersburg and endorsed OECD’s Action Plan to combat Base Erosion and Profit Shifting. Since then the OECD has carried out tremendous amount of work in this area. The OECD has already come out with the 1st phase of deliv- erables in September 2014 and the second phase deliverables are expected by September/December 2015. It is expected that the OECD’s Action Plan can have a huge impact on Russia’s internation- al tax policy and cross border investment flow.
